Biography

Simon Kiprono Chelugui was the Cabinet Secretary for water, sanitation, and irrigation in President Uhuru Kenyatta’s Government. He is also the former Cabinet Secretary for labor.

He is also the nominee for the position of Cabinet Secretary for Cooperatives and MSME in the current government.

The early life and age of Simon Kiprono Chelugui

He was born in 1971 in Baringo County. The CS likes to keep his life private and not much is known of him.

He holds a bachelor’s Degree in Commerce specializing in Management Science from the University of Nairobi. In addition, Chelugui holds a Master’s degree in Management and a master’s in Soil and Water engineering.

Simon Chelugui Career history

Chelugui was the Director of the Betting and Licensing Board before declaring interest in politics.

Additionally, he worked as the Constituency Development Fund board director where he came up
with a perfect Economic Stimulus Package (EPS). The strategy helped as it made sure that over Ksh. 22 billion were allocated to development projects.

He then decided to vie for the Governor in Baringo County in 2017 but would later reconsider and resolved to run for the senatorial seat where he would go heads up with Gideon Moi who was seeking his second term.
Chelugui lost the seat to Gideon Moi who won by a majority of votes. However, he was nominated as Cabinet Secretary for Water, Sanitation, and Irrigation. He served there for three years but was then moved to Labor and Social Service.in January 2020 president Uhuru Kenyatta reshuffled the cabinet and Chelugui found himself again in the same docket.

Chelugui is the only minister from the former government to retain his position in Ruto’s administration. He will however serve in a different ministry (Cooperatives and MSME).

Simon K. Chelugui Corruption allegations

During his helm as Cabinet Secretary for Water, Sanitation, and Irrigation, the ministry faced challenges including corruption. He was questioned in 2019 by the Directorate of Criminal Investigation (DCI), over the Itare dam saga.

The dam was projected to serve over 800,000 people in Nakuru, Kuresoi, Molo, and Rongai. KSh. 11.5 billion had been spent on the stalled project. However, the investigators claimed there was nothing to show for the money.

On contrary, the ministry claimed that the 57-meter dam whose capacity was estimated at 28 million cubic meters was 43% done. He claimed the contractor filed for bankruptcy.
