Tom attended Machakos School from 1981 to 1985 where he sat for his Kenya Certificate of Education (KCE), Tom then did his Kenya Advanced Certificate Education (KACE) from 1986 to 1987 in the same school. He then got a chance to join the University of Nairobi to pursue Bachelor of Laws (LL.B.) from 1988 and graduated in 1992.
He also did Diploma in French – Diplôme de Langue Française at the Alliance Française de Paris. In 1993 he did his postgraduate Diploma in Law (ATP) at the Kenya School of law. In 1994 he did Master of Law at King’s College London, University of London. He holds a Doctorate in Law from the University of South Africa.

Tom have been the managing partner of Odhiambo and Odhiambo Advocates since 1994. He also worked at Moi University School of Law as a Senior Lecturer from 1997 to 2009. In 2001 he joined the Public laws Institute as a Board member and he worked with the Institute for two years.
From 2002 to 2004 he served the Kenya Industrial Property Institute (KIPI) where he was also a Board Member. Tom was also a Council Member of the Council of Legal Education (CLE) where he served from 2003 to 2005. In 2005 he worked with the Law Society of Kenya as the President, a position he served up to 2007.
He also worked at the East Africa Law Society (EALS) as the Vice President where he was later promoted to the position of the President. Tom has also been the Member, Research Board of Advisors for American Biographical Institute from 2006.
In 2008 he served as the Chairman Land Acquisition Compensation Tribunal where he served up to 2012. He was also the Vice President & Financial Secretary of Pan African Lawyers Union (PALU). He was the Council member of International Bar Association (IBA) in 2014. In 2019 he was the Commissioner of Judicial Service Commission (JSC). Between 2010 to 2022 he was the Associate Professor of Public Law on Moi University School of law. In 2022 he was elected to represent.
