Cheptumo attended Maregut Primary School from 1975 to 1981 where he did his KCPE. He then joined Bartolimo Secondary School from 1982 to 1985 where he also sat for his Kenya Certificate of Secondary Education. From 1986 to 1987 he did his Kenya Advanced Certificate of Education at Kabarnet High School. He then got admission as an undergraduate at the University of Nairobi to study Bachelor of laws Degree from 1987 to 1991. He then did Diploma in Law at the Kenya school of law in 1992
William Cheptumo Career background
Kipkiror worked as a Legal Officer at the industrial and commercial development Corporation (ICDC) where he worked from May 1993 to September 1996. He then worked at the Central Bank of Kenya serving as a legal officer from October 1996 to December 1998. In 2007 William worked as the Assistant Minister of Justice, National Cohesion & Constitutional Affairs.

Politics
He joined politics in 2013 during the general elections where he first vied for the Member of Parliament position for the Baringo North constituency which he won on a United Republican Party (URP) ticket.
During the 2022 general elections William vied for the senatorial seat for Baringo County on a United Democratic party ticket during the 2022 general elections.
